Delivering Hope, LLC is a for-profit, full-service surrogacy agency based in northern Idaho. The agency describes itself as relationship-based and says it was founded by a former intended mother, Mary Kennerly, and her surrogate, Cat Dobbs; Catherine "Cat" Dobbs is the current owner. It works with gestational surrogates across the United States and with intended parents both in the U.S. and internationally.
Alongside its Idaho base, the agency's website presents additional locations in Boise, Salt Lake City, Denver, and Jacksonville, North Carolina, described as hubs staffed by individual coordinators rather than separate offices — for example, a Boise-based surrogate engagement and intake coordinator.
As a full-service program, the agency handles screening of prospective surrogates, matching between surrogates and intended parents, and coordination of the contract stage, which is carried out by outside surrogacy attorneys. It says it provides journey support to both sides of the match, staying involved through the stages of the process. Its surrogate requirements cover minimum age, prior pregnancy experience, BMI, and a no-smoking policy; those details, along with published fees and compensation ranges, appear in the tables below this summary.
Several intended parents and surrogates who have worked with Delivering Hope describe close, hands-on guidance from the owner and staff through each stage of the process, and frequent, responsive communication. The agency also publishes testimonials from intended parents on its own website.
The company is an active entity and has not changed ownership recently. Prospective intended parents and surrogates can reach the agency through its website.

We chose Delivering Hope as our agency for our surrogacy journey, and we couldn’t be happier with our experience. Surrogacy can be a complicated and sometimes stressful process, but Cat and her team were there to guide us every step of the way. They did an amazing job finding the perfect surrogate for our family and helping us navigate everything that came along with the journey. We always felt supported and knew we had someone we could turn to with any questions or concerns. Today, we have a happy, healthy 4-month-old baby boy, and we are incredibly grateful to Delivering Hope for helping us grow our family. We would absolutely recommend them to anyone considering surrogacy!
View on Google (opens in a new tab)As a couple, we came into this experience with a lot of uncertainty and emotional weight, but from the very first contact we felt genuinely seen and cared for as human beings, not just as a case to be processed. Cat & Ashlee were truly wonderful throughout the entire journey. Their kindness, patience, and calm presence made an incredibly difficult situation feel much more manageable. There was always a sense of warmth and sincerity in the way they communicated, and we never felt rushed or left alone with our concerns. What stood out most was the combination of professionalism and heart. Everything was explained clearly and honestly, but always with compassion and respect. Even in moments that were emotionally challenging, we felt supported and guided with real care. Today, we are blessed with two wonderful children, and we are grateful every single day for the path we chose and for the support we received along the way. Looking back, it is hard to put into words how meaningful this experience has been for us as a family.
View on Google (opens in a new tab)We recently completed our surrogacy journey as IPs after a multi year process. Long story short, we spoke to many agencies along the way, but Delivering Hope was the one we knew would make our dreams come true to become parents. From the beginning the owner, Cat, was extremely engaging. She was quick to respond and answer our many questions. She gave us a realistic timeline, overview of the process, and a clear breakdown of what to expect financially. After we finally made a match (ahead of schedule due to her match making intuition), we had an incredible journey with an amazing GC. Delivering Hope (shout out Ashlee and Holly!) was there every step of the way. They worked behind the scenes to make sure everything ran smoothly while also being there anytime we needed - most of the time proactively. Of the dozen plus agencies I spoke to, there wasn’t one that even felt close to their genuine preparedness and honesty to help both GC and IPs achieve a happy and healthy pregnancy. Save yourself the effort of looking any further and reach out to Delivering Hope now!!
View on Google (opens in a new tab)Delivering Hope made my surrogacy journey absolutely wonderful. They communicate and support through every step of the way. Any time I needed help or had a question, or even just needed to talk, Holly was there for me. Feeling seen and heard, supported and validated, and having a relationship instead of being a number is truly invaluable. I will absolutely recommend this agency to those looking to become gestational carriers, or parents through surrogacy! Thank you, Cat and Crew, for being amazing!
