Each agency gets a score out of 100 from six factors, each scored 0-100 and weighted for intended parents.
| Factor | Weight | What it measures |
|---|---|---|
| Reputation | 30% | Average review rating, adjusted for how many reviews there are: every agency's average is pulled toward the site-wide average by 10 average-rated reviews, so a 5.0 from three reviews can't beat a 4.8 from 200. Reviews written by people in your role count double, and forum and review-site posts without stars count half.Source: Google and Yelp star ratings on listings we verified, plus forum, Yelp and Trustpilot posts |
| Review depth | 10% | How many reviews an agency has relative to its size (reviews per staff member, log-scaled and capped), so a large agency isn't rewarded for size alone.Source: Review counts and estimated staff size |
| Experience | 15% | Years in operation, log-scaled and capped at 25 years.Source: Founding year from the agency, the BBB and other directories |
| Transparency | 15% | Whether the agency publishes its fees, its fee amounts and its surrogate compensation, and how completely it states its surrogate requirements. A requirement the agency says it doesn't have counts as stated; one it never mentions counts against it.Source: The agency's own website |
| Compliance & accountability | 20% | BBB letter grade and accreditation, a verified state license where one exists, and unanswered BBB complaints (which count against an agency). Court records are shown as flags but never change the score.Source: Better Business Bureau, state licensing records |
| Surrogate support & compensation | 10% | Published base compensation for surrogates and what surrogates say about the support they received.Source: The agency's published compensation and surrogate reviews |
A short questionnaire checks each agency against your situation — location, budget, requirements — and recommends the ones that fit you.
264 agencies we've researched but can't rank fairly yet. Each still has a full profile.
Each agency gets a score out of 100 built from six factors: reputation from verified reviews, review depth relative to agency size, years of experience, transparency about fees and requirements, compliance and accountability, and surrogate support and compensation. The weights differ for intended parents and surrogates. The full rules are on the methodology page.
No. Surrogacy Central doesn't sell placement, sponsorships or affiliate links, and no agency can pay to be ranked, listed, or to change its position. The ranking comes only from the data and the published methodology.
Our data refreshes on a rolling schedule. After each refresh we compute a new draft ranking, review it, and publish it — so ranks only change when a reviewed update goes live. The date at the top of the page shows when the current ranking was published.
We only rank agencies we have enough verified information about: currently operating full-service or matching agencies with at least 10 verified Google or Yelp reviews and enough researched details. Agencies that don't meet that bar yet are listed under “Not yet ranked” with the reason.
Yes. Where we can tell who wrote a review, reviews from people in the same role as the ranking count double — so the surrogate ranking leans on what surrogates say, and the intended-parent ranking on what parents say.
No. Court records are shown as a flag so you can look into them, but they never change the score. An unanswered complaint with the Better Business Bureau does count against an agency's compliance score.
