All Families Surrogacy, LLC is a for-profit, full-service gestational surrogacy agency based in Beaverton, Oregon. It was founded by Carey Flamer-Powell, a former gestational carrier, and the agency says it is now staffed primarily by women who have been surrogates themselves. It operates with a small team and works with intended parents and gestational carriers on matching and case management from the beginning of a journey through birth.
The agency works with intended parents who are LGBTQ+, single, or living outside the United States, and it offers an egg donor program alongside its surrogacy services. According to the agency, its program covers full-service matching and case management, coordinating the medical, legal and support pieces of a journey. Surrogates are recruited within the United States. Eligibility requirements for surrogates, along with compensation ranges and published fee information, appear in the tables further down this page.
Ownership has changed more than once. The agency's Meet the Team page states that Wendie Wilson-Miller purchased All Families Surrogacy in October 2020, and a note from her on the site dates the merger of her earlier agency, Gifted Journeys, into All Families Surrogacy to January 1, 2023. The agency also describes a 2025 investment in IARC Surrogacy and the formation of a parent company, RSW Fertility Group, with an executive shared across both agencies. The Better Business Bureau lists Wendie Wilson-Miller as President and Owner and Kaylyn Hawkins as Business Manager.
All Families Surrogacy has been accredited by the Better Business Bureau since December 2020 and holds an A+ rating. It is listed in the Men Having Babies Surrogacy Advisor provider directory, which supports gay intended parents, and the agency names Men Having Babies among its affiliations. Its BBB record and other details are shown below.
Recent ownership change: Founded by gestational carrier Carey Flamer-Powell; the agency's own Meet the Team page states Wendie Wilson-Miller purchased AFS in October 2020. Her MHB Surrogacy Advisor bio adds that she merged her own agency Gifted Journeys into AFS effective 2023 (the AFS site's 'A Note From Wendie Wilson-Miller' dates the merger to January 1, 2023), and that in 2025 she invested in IARC Surrogacy and formed parent company RSW Fertility Group. The MHB provider record is titled 'All Families Surrogacy - Gifted Journeys' and identifies a shared executive (Amber Patterson) serving both AFS and IARC under RSW Fertility.

Reviewers, most of them surrogates, are overwhelmingly positive and often describe a warm, family-like agency that stays involved from intake through delivery and beyond. Many mention responsive coordinators, regular check-ins, well-suited matches and ongoing emotional support. Feedback from intended parents is more limited and somewhat more mixed, with some concerns raised about billing and communication.

I loved my experience with RSW Fertility, especially being matched with the right family. I truly feel like it was the perfect match, and that made the journey so special. My coordinator was always there whenever I needed her and was very supportive throughout the entire process. I honestly don’t have any feedback for improvement at this time—I’ve had a wonderful experience and am very grateful for all the support!
View on Google (opens in a new tab)Although I wasn’t able to move forward as a surrogate with All Families Surrogacy, I still had a genuinely wonderful experience with them. They took the time to review my application and hospital records with care, and when they ultimately decided not to proceed, they explained the concerns from my previous pregnancies clearly and compassionately. Kayla was compassionate, kind, and never made me feel judged or dismissed, which was very different from other agencies that I communicated with. I felt treated like a whole person, with dignity and respect. Based on my experience alone, I can tell they are a thoughtful, ethical, and supportive agency to partner with.

View on Google (opens in a new tab)We are beyond grateful for All Families Surrogacy (AFS) and the incredible role they played in helping us bring our beautiful, healthy baby boy into the world in 2024. As first-time parents with no experience navigating the surrogacy process, we were overwhelmed at the start—but AFS guided us every step of the way with compassion, clarity, and deep expertise. From the very beginning, they made sure we understood each phase of the journey and always felt supported (and special shout out to Krystle, who was with us every step of the way). One of the highlights was the legal team they connected us with—our attorney (Erin Robinson) was absolutely fantastic and made a complex process feel straightforward and secure. Thanks to AFS, our son was safely delivered and came home to San Francisco with his two very proud dads shortly after. The experience was long, expensive, and emotional at times - but so extremely positive that we've already decided to begin a second journey with the amazing AFS team. We can't recommend them highly enough to anyone considering surrogacy—they truly made our dreams of being dads come true.
