Circle of Life Surrogacy, LLC is a for-profit, full-service surrogacy agency based in Central Oregon. It was founded in 2014 and remains an active company. The agency describes itself as boutique in style, meaning a small team that offers one-on-one guidance rather than a high-volume program.
The agency works with both sides of a surrogacy arrangement: intended parents building a family through gestational surrogacy, and the surrogates who carry for them. According to its own materials, it supports each party through the full journey, from early conversations and matching onward, with the director and a small staff involved directly rather than through a large case-management department.
Four people are named on the agency's team: Jeanette Passwaters, the founder and director; Kris Rodenizer, assistant director; Chelsea Massey, surrogate intake coordinator; and Laury Ellingson. Surrogate intake is handled as its own role, and the agency's earlier history includes a relocation to Oregon from California.
On the financial side, the agency says it offers a reduced agency fee for intended parents with the option to pay in installments, and a compensation package for surrogates. Its published fee information is limited in detail; the figures the agency does make available, along with eligibility requirements for surrogates, appear in the sections below.

at first my experience wasn't very bad I had Kendra as an intake coordinator, she was really awesome but when she went on maternity leave and Jeanette took over jeanette tried to match me with people that did not match my profile and withheld information about the intended parents to get me to do zoom meetings with them. After I asked my own questions and found out that they didn't match what I was looking for Jeanette got upset with me and told me not to ask questions, that she would be the one asking the questions. She also refused to pay my insurance premiums every month after the first i started getting notices from Providence that my insurance isn't being paid and that if I don't pay it I could owe that in collections. 100% do not recommend with all of the companies out there for surrogates I highly recommend looking into another. Circle of life is not on the surrogacy board, find a company that is.
