ARTparenting is a boutique law practice and surrogacy consulting service based in Potomac, Maryland, rather than a full-service matching agency. It was founded in 1993 by attorney Meryl B. Rosenberg, who remains its owner and principal, working with a small team. The practice describes its work as personalized legal representation and consulting for individuals and couples building families through assisted reproductive technologies, and other listings note that clients work directly with the founder.
The legal side of the work covers surrogacy agreements, egg and sperm donor contracts, parentage orders, and second-parent or step-parent adoptions. According to its website, the firm handles pre-birth and post-birth parentage court work in Maryland, the District of Columbia and New Jersey. Alongside that, it offers an ART Surrogacy Consulting Service for intended parents navigating the process. The practice does not run its own egg donor program.
ARTparenting works with intended parents who are LGBTQ+, single, or living outside the United States, and with gestational carriers. Its stated expectations for surrogates include residence in a U.S. state where surrogacy arrangements are workable, at least one prior pregnancy, and a non-smoking household; age, BMI and related criteria, along with published fee and compensation information, appear in the tables below.
Rosenberg is a Fellow of the Academy of Adoption and Assisted Reproduction Attorneys, where the organization lists her as a past president, and the practice is a listed provider with Men Having Babies' Surrogacy Advisor. The firm's website credits her with assisting in the drafting of assisted reproduction legislation in Maryland and the District of Columbia. A 2014 press release reported that she received the Sondra D. Bender Community Leadership Award from Jewish Women International.

I completed a GC journey with ART in 2020. They were great to work with, always quick to answer my questions, very friendly. I had zero issues and my journey was very smooth! I would be working with them for my 2nd journey, but when I began to re-apply in 2022, they basically didn't want to work with me unless I was covid vaccinated, which I will not do. I understand and respect their views, so I moved on. :)
View on Google (opens in a new tab)On the surface, choosing Artparenting may seem like a good choice, but we had an unsafe and stressful journey with the agency. They have little to no case management so when the surrogate the agency found stopped following doctor's orders and even stopped responding to our calls/emails, Meryl and her team were useless. Their surrogate recruitment and screening is poor, but most importantly, you end up doing most of the case management throughout the experience. My son was born prematurely and in the NICU as a result.
