Creative Family Connections LLC, also known as CFC, is a for-profit surrogacy agency that works alongside a reproductive-rights law firm. It was founded in 2001 by attorney Diane Hinson, who is still listed as owner, senior partner and CEO on the company's team pages and on third-party company records. The agency describes itself as a boutique, attorney-led practice that combines gestational-surrogate matching with in-house legal services.
CFC is headquartered in Chevy Chase, Maryland, with additional locations in Washington, DC, and in McLean and Locust Grove, Virginia. Its staff works largely remotely, reported across roughly ten to twelve states, and the organization is estimated to have somewhere in the range of a few dozen employees.
The program serves intended parents who are LGBTQ+, straight, partnered or single, and both domestic and international, according to the agency. Beyond matching, CFC handles the legal side of a journey in house, including the contracts and parentage work that a surrogacy arrangement requires, and it says it also supports independent, or "indie," journeys for intended parents and surrogates who have found each other on their own. CFC does not offer an egg donor program.
Surrogates must live in the United States, and the agency says no relocation is required. CFC matches surrogates in states it identifies as favorable on its own US Surrogacy Law Map, and it does not work with applicants living in Louisiana. Age limits, prior C-section rules, a non-smoking requirement and other eligibility criteria appear in the table below, along with compensation ranges; fees for intended parents are provided by quote.
CFC is listed as an agency and legal-services provider in the Men Having Babies Surrogacy Advisor directory.

I have worked alongside CFC since 2024 and my experience has been nothing short of amazing! I knew I wanted to be a surrogate for a few years just waiting for the right time and I came across CFC! They have always made sure I was taken care of and felt cared for! I had a babygirl for an amazing family in 2026, and am now easing into my second journey because my first was simply so amazing I wanted to do it again! The fact that CFC helped me meet the amazing IPs I had for my first journey is something I’ll never forget as they are now family to us! I couldn’t recommend anything better if you’ve ever considered them as an Intended Parent or as a Surrogate!! I have specifically worked alongside Abby and Morgen and they are outstanding at what they do and you feel the absolute outpouring of love and support from them both, they both have an incredible ray of sunshine and you feel the love they have for this career !!! Will always recommend to anyone!!
View on Google (opens in a new tab)Was a recent surrogate with Creative Family Connections. I felt like I was part of a huge family. Even after the birth of the surrogate pregnancy, they have continued to support me during one of the toughest times of my life. If I could give them more stars I would.
View on Google (opens in a new tab)We really appreciated our experience working with Creative Family Connections. They were very thoughtful at every step of the journey, super easy to communicate with, and generally helpful and transparent about the process. We also matched with our gestational carrier sooner than expected, which was a nice surprise. Our gestational carrier was a fantastic match for us, we felt super lucky to get to know her and go through this incredible process together. Overall, we couldn't be happier! (And a specific shoutout to our Journey Coordinator Juli, who always went the extra mile!).
