About Patriot Conceptions

Patriot Conceptions LLC is a for-profit, full-service surrogacy and egg donation agency based in Orange County, California, founded in 2019. According to its website, the agency is veteran-founded, led by founder and president Haotian Bai, a U.S. Army veteran, and it works with intended parents, surrogates and egg donors across the United States. Public company listings point to a team of roughly 25 people.

The agency describes itself as serving intended parents of all kinds, including LGBTQ+ couples, single parents and clients based outside the United States. Alongside its surrogacy program, it runs an egg donation program, so families who need both a donor and a gestational carrier can arrange them through one organization. Prospective surrogates apply directly to the agency; its stated requirements include U.S. citizenship or permanent residency, prior pregnancy, a child currently being raised in the home, and a no-smoking policy. The detailed eligibility criteria, published program fees and surrogate compensation ranges appear further down this page.

Patriot Conceptions publishes its program pricing rather than quoting only on request, and it maintains a profile in the Men Having Babies Surrogacy Advisor directory, a resource aimed at gay intended parents.

In testimonials published by the agency, several surrogates describe coordinators who responded quickly to questions and stayed available throughout the journey. Reviews and ratings the agency has collected on outside platforms, along with its Better Business Bureau record, are summarized below.

I’ve had a great experience as a surrogate with Patriot Conceptions. My journey manager Sobeida have been incredible and supportive throughout my journey. I’m so grateful for their guidance and for always being there when I need them.

I’m sharing this because I wish someone had told me what I was walking into. My surrogacy journey with this agency has been incredibly stressful. It took 14–15 months just to get from application to embryo transfer, and the agency barely communicates unless they need something from you. There’s no support, no community, and no clear explanation of what to expect. I’ve dealt with dishonesty about my IPs since day one, and I’m still being lied to when I ask basic questions. I went my entire first trimester without insurance because of their disorganization. My private information was leaked to reporters, which was terrifying. The agent assigned to me has repeatedly asked for personal details that are not necessary, making me feel uncomfortable and taken advantage of — especially as a first‑time surrogate trying to figure everything out alone. This experience has been overwhelming, and I’m not even halfway through my pregnancy. I truly hope the agency improves, because no surrogate should feel this unsafe or unsupported. Also I want to add that the ad that I came across mentioned $120,000 in compensation and for the potential surrogates wanting to try this for the first time know that you have to have been a surrogate at least twice before becoming eligible for that kind of compensation.

I’ve had a very poor experience with applying to become a surrogate. I’ve applied and turned in all necessary forms and paperwork, but I have been completely unable to get ahold of anyone from this agency or have them respond to me. I almost think it must not be a real agency at this point. Very very disappointing and upsetting.
